The Senior MEL Officer position

ILGA World seeks a Senior MEL Officer to execute ILGA World’s Monitoring, Evaluation, and Learning (MEL) Framework, including impact documentation and storytelling.

The position is part of the Fundraising and MEL team. The Team will consist of the Fundraising and MEL Manager, the Senior MEL Officer, and consultants. The Fundraising and MEL Team closely collaborates internally with all staff members, the Board of Directors, and externally with donors, partners, and various LGBTI communities.

The role of the Senior MEL Officer is to

  • Source, develop, and implement technology and tools for impact measurement
  • Implement and facilitate learning activities at ILGA World, including an annual learning cycle.
  • Support the Fundraising and MEL Manager in relationship-building activities and fundraising.
  • Conduct outcome harvesting and internal information gathering to create reporting materials for various audiences on the activities, outputs, results, and impact of ILGA World’s programmes, projects, and initiatives.
  • Liaise closely with colleagues within ILGA World to deliver these responsibilities, especially the programmes staff.

The Senior MEL Officer reports to the Fundraising and MEL Manager.

The selected candidate will ideally start working on 2 May 2023.

ILGA World has a MEL Framework for its strategic plan. Additionally, ILGA World manages multiple reporting frameworks, funding-specific results-based frameworks, logic models, and performance measurement plans. ILGA World is a lead organization on various consortiums and a member of various consortium-led initiatives. ILGA World aims to integrate these frameworks and requirements under a MEL system that includes planning processes and aligns with staff performance monitoring. Could you please describe the methodologies, technology, and other tools you would implement to ensure the integration of the systems listed above? How would you provide staff training and support to ensure the use of the integrated tools by all staff? Actual experience-based examples are highly desirable. max 500 words
Part of the role will be to document the impact of ILGA World’s actions and to produce reporting materials for various audiences, including donors. Currently, ILGA World conducts results documentation and limited impact documentation. Please explain how you would implement impact documentation practices at ILGA World and standardize the reporting of results by ILGA World staff, consultants, and relevant partners. If there are copies of impact, narrative or other reports you have produced, please provide a link to them. max 500 words
ILGA World has an existing MEL framework. The learning aspect of this framework currently has limited implementation. Organizational learning, reflection, and evaluation are integral to the success and improvement of ILGA World’s actions. Through this position, ILGA World intends to formalize its learning processes and link them to our evaluation activities. In 2023, ILGA World will complete an external evaluation of its 2019-2023 Strategic Plan. Please describe how you would work with the Fundraising and MEL Manager and the Senior Management Team to establish meaningful learning and reflection practices. Provide concrete examples of learning and evaluation practices you have implemented at other organizations. max 500 words
